WTI was founded in 1991 by Wendell K. Harbour, President and CEO, and
incorporated in the State of Virginia in 1993. WTI is a Small
Disadvantaged Business Enterprise (SBDE) certified under the Small
Business Administration’s 8(a) Program in 1998 and provides management
and technical support services, information technology and engineering
services to the private and public sectors.
WTI performed as a
subcontractor to a former 8(a) firm providing program management and
oversight for a previous Technical and Administrative Support Services
for the Office of Science at DOE. WTI has since served and currently is
the primary contractor for various agencies providing a broad range of
administrative, logistical, management, and information technology
applications including, U.S. Department of Health and Human Services,
Administration for Children and Families and the Center for Substance
Abuse Prevention, U.S. Department of Defense, Washington Headquarters
Services and the Pentagon Renovation Program. Additionally, WTI
Provides Administrative and Conference/Seminar Management and Logistics
Support to the Fetzer Institute, Kalamazoo, Michigan.
WTI is currently owned by Lisa Harbour-Carter
who assumed control of the company in 2002. Under Ms. Harbour-Carter

WTI is a well-established organization with a strong corporate
structure to support the client, their employees, and their business
management practices. WTI is headquartered in Landover, Maryland with
program support offices located at the U.S. Department of Energy,
Germantown, Maryland and the Forrestal Building, Washington, D.C.
WTI
executes the management of its services to clients by the intense
involvement of the President, a Management Advisory Board and Project
Managers at the various project sites. The President is responsible for
the day-to-day well being of the corporation and relies on the Project
Managers for successful implementation of each project. The President

Lisa
Harbour Carter is President and 100% owner of Wynnewood Technologies,
Inc. (WTI), a federal contracting firm providing its various customers
in the market place with professional Administrative Support, Travel
Management Services and Information Digital Signage Technology
Services. She assumed the reigns of business ownership from her father
and founder of the firm, Mr. Wendell Kenneth Harbour, who passed on
December 17, 2002.
Ms. Harbour-Carter a graduate of Hampton
University with a Bachelors of Science degree in Marketing. Previous
career consisted of 7 plus years managing Administrative, Labor and
Medical temporary and permanent placement agencies, 10 years with MCI
specializing in Information Technology training and sales. Plus, she
directed and managed her own creation, “Universal Promotions”, an
advertising and promotional business which concentrated on community
events and activities. Additionally, Harbour-Carter purchased and
operated a KINDERDANCE franchise which is an international educational
dance program for children. Harbour-Carter feels much of her previous
life has effectively prepared her for the challenges of running WTI.
While
continuing to raise her very young family and simultaneously assuming
ownership and fulltime, day to day management of the firm, she has
attained appreciable customer and market recognition for WTI from the
“The Washington Post”, “The Gazzette”, and “The Prince Georges County
Post” and nominated for the Omega Psi Phi, Citizens award. NFBWBO
honored Harbour-Carter with 2004 Entrepreneur of year. WTI has been
able to increase federal, state and commercial sales by creating new
lines of business while building on existing talent, expertise and
experience. WTI Recruiting Services which directly supports other
contractors in acquiring federal contracts and sourcing for highly
qualified individuals. Additionally, WTI has contracted with the
federal government to provide Diversity work by expanding their
relationship with Healing the Heart of Diversity.

Wenda Kristen Harbour Spokesperson Anchor, Reporter, Host Emcee, Voice, Producer
Wenda currently serves as Chief Communications Officer, Spokesperson and On-Air Talent for WTI’s Corporate Communication Programs and Digital Advertising Campaigns. She leads public relations and media initiatives that raise WTI’s visibility in the marketplace, and manages communications both internally and externally to a wide range of stakeholders, including employees, media, business partners, the press, the community and the public. She directs and advises on the most appropriate media and strategies for broadening communication channels and achieving WTI’s federal and commercial business objectives.
Wenda has over 20 years experience in communications, media relations, events management, and corporate administration. Wenda served as Vice President & Chief Communications Officer of KRA Corporation, Managing Partner of Media, Public Relations & Marketing for OnePWR Communications, Director of Event Marketing and Promotions for Radio One’s WMMJ-FM and WOL-AM stations, and held an operations management position with Hill and Knowlton Public Affairs Worldwide.
One of the Washington, DC area’s Radio/TV voices and mistress of ceremonies, Wenda is former Guest Anchor of “Washington Entertainment,” a DC-based entertainment news magazine show and frequent On-Camera Correspondent for local cable television talk show programs supporting the faith-based community and metropolitan area youth empowerment initiatives.
Wenda’s media debut in 1992 landed her as red-carpet host for Director Spike Lee’s Movie “X” pre-screening event in Washington, DC’s Union Station. In 1994, Wenda served as Event Producer/Emcee for WMMJ/WOL Gospel Festival & Stone Soul Picnic Concerts on Monument grounds for 90,000 people.
As On-Camera Correspondent and Field Producer for various tv production companies, Wenda has interviewed members of the US Congress and Senate, Entertainers, Athletes, Authors and Corporate Leaders for airing on various media outlets including NBC News, Fox News, ABC News, CBS News, CNN and Cable Access Stations in Montgomery and Prince Georges County, Maryland. Wenda has also appeared as weekly emcee at DC’s Takoma Station, The Ascot, TJ Remington’s and Comedy Café.
Wenda lends her velvet voice to recording on-air promos for the NFL and NBA sports teams, Campaign Commercials, Public Service Announcements, Infomercials, Narrations, Corporate videos, websites and telephone recordings. Wenda’s voice was selected for the keynote presentation for the 2007 Chamber of Commerce “State-of-the-Economy” gala.
Wenda received certifications in news anchoring and news writing and reporting as well as field production and studio production. Wenda earned her Bachelor’s degree in Communications and Public relations and her Master's of Business Administration in Organizational Management following her studies at Virginia Commonwealth University, Howard University and Saint Regis University. Wenda and her family reside in Silver Spring, Maryland.
