WTI was founded in 1991 by Wendell
K. Harbour, President and CEO, and incorporated in the State
of Virginia in 1993. WTI is a Small Disadvantaged Business
Enterprise (SBDE) certified under the Small Business Administration’s
8(a) Program in 1998 and provides management and technical
support services, information technology and engineering
services to the private and public sectors.
WTI performed as a subcontractor to a former 8(a) firm providing
program management and oversight for a previous Technical and Administrative
Support Services for the Office of Science at DOE. WTI
has since served and currently is the primary contractor
for various agencies providing a broad range of administrative,
logistical, management, and information technology applications
including, U.S. Department of Health and Human Services,
Administration for Children and Families and the Center for
Substance Abuse Prevention, U.S. Department of Defense, Washington
Headquarters Services and the Pentagon Renovation Program.
Additionally, WTI Provides Administrative and Conference/Seminar
Management and Logistics Support to the Fetzer Institute,
Kalamazoo, Michigan.
WTI is currently owned by Lisa Harbour-Carter who assumed
control of the company in 2002. Under Ms. Harbour-Carter WTI maintains
its 8(a) status, GSA Schedule 70, Facility Clearance and
is certified as a women owned business.
